2.1.2.2. Risk and Vulnerability Assessment – to identify vulnerable areas and sectors of the three municipalities

Following the meetings of the working groups of the three municipalities (17 to 19 November 2015 for Sibiu, Brasov and 19 to 21 January 2016 for 26 to 28 January 2016 for Tg. Mures, February 1, 2016 Sibiu) were assessed risks and vulnerabilities to climate change in the three municipalities in these working groups were experts involved Norwegians, project partners and stakeholders in the three municipalities.
Conclusion: Following assessments made by the working groups, we selected four sectors vulnerable to climate change, for each municipality, as follows:
Municipality Sibiu- “Transport”, “Infrastructure, construction and urban planning,” “Water Resources” and “Public Health”
Braşov – “Infrastructure, construction and urban planning,” “Public Health”, “Biodiversity”, “Tourism and recreation”
Tg. Mures – “Energy”, “Infrastructure, construction and urban planning,” “Public Health”, “Transport”.
Also, the “Education, information and awareness” was considered one transverse actions in this sector can support all other sectors, was adopted as a priority sector for each of the three municipalities.
2.1.2.3. Developing and writing strategies to adapt to climate change and action plans in three municipalities in Region 7 Center

Between 23 to 25 February 2016 held a workshop on “Validation methodology for developing local strategies to adapt to climate change in the three municipalities. The work meeting was held in Sibiu, with the participation of stakeholders from the three municipalities. Organizing the meeting was conducted with support from Norwegian experts KS (The Norwegian Association of Local and Regional Authorities), Western NorwayResearch Institute and DSB.
From 10 to 12 May 2016 held in Sibiu second working meeting with participation of stakeholders from the three municipalities and Norwegian experts, guests of the project partner, KS. The theme of this working group was “validation methodology for preparation of action plans related to local adaptation strategies to climate change and project-specific guidelines
The following three meetings held from 5 to 6 July 2016, 11 to 12 July 2016 and 13 to 14 July 2016 in each of the three municipalities, with the theme of work Local Strategy Development ,, including Action Plan on Climate Change Adaptation ” to Sibiu, Brasov and Tg. Mures, attended by stakeholders within municipalities and representatives from sectors vulnerable to climate change identified for each municipality.
Following these meetings helped by a draft of the strategy on adaptation to climate change for the city of Sibiu, Brasov and Tg. Mures and a draft of the related Action Plan. July 27, 2016 these documents were submitted for consultation and completion of municipalities that have responsibility for approving and implementing strategies and plans of action, to be completed in September 2016.
